Most likely (though it doesn’t say), as one of commenter suggests, his firearms are (permanently) non-functional.
A welded bead in the barrel and one in groove the bolt travels in, plus plugging the firing pin hole, would more than suffice, if my memory of the relevant ATF decisions is correct.
Makes sense. Also makes them less desirable as nonfunctional “sculptures”.
I wouldn’t be surprised if he was too stupid to know better, however.
